Read the subject weight first
At the top of each PRC TOS annex, you will see the subject and its relative weight. This tells you how large that subject is in the overall exam structure.
Use this to plan time. A 20 percent subject usually deserves more review blocks than a 10 percent subject, but every subject still needs maintenance because the board exam is cumulative.

Scan topic weights and item counts next
Inside each subject, the TOS breaks the coverage into topics and competencies. Topic weight and item count show which parts of the subject are more test-heavy.
If a topic has a higher item count, build more active recall cards and more practice questions for it. If a topic has a smaller count, keep it in rotation but do not let it consume the whole week.
- Highlight high-item topics.
- Make a short question bank per topic.
- Use missed mock-board items to confirm whether the topic is still weak.
Pay attention to the verbs
The competencies use verbs such as recall, explain, apply, analyze, evaluate, and compare. These verbs signal the type of thinking expected. If the verb is apply or analyze, simple memorization may not be enough.
A good review routine should match the verb. For recall, use flashcards. For apply, use scenario questions. For analyze or evaluate, practice explaining why one answer is better than the other options.

- Analyze or evaluate: explain the rationale and eliminate distractors.
